In case the value of the vessel and goods or seizure of goods shall and exceed the sum of fifty dollars - The Queen's Proctor shall enter a claim for condemnation of the said vessel and goods describing them, and he shall cause notice of his having done so to be affixed for the period of one calendar month on the door
